Single Issue Local Plan Review

The Council is undertaking a Single Issue Review of its Local Plan which it adopted in April 2015. The need to review the Local Plan was triggered by a number of factors including:

  • the need to re-examine the appropriate level of housing growth, to ensure there is sufficient housing land supply;
  • to ensure the Local Plan remains up to date.

The review is known as a ‘Single Issue Review’ because it is focussing only on one aspect, as described above. For the avoidance of doubt, the vast majority of the Local Plan 2015 is not to be amended.

Summary

The vast majority of the 2015 Local Plan remains relevant, up to date and broadly consistent with the latest national policy. However, one area has been identified where it needs updating, namely the housing figures. 

Policy GROWTH1 therefore needs to be revised, because it has an out of date housing requirement. Other strategic housing policies may also be updated during the course of updating GROWTH1, should that be necessary. It is not considered likely. The review will only focus on updating the housing requirement figure of Policy GROWTH 1. No new allocations are presumed to be required, because the end date of the Local Plan will remain the same, and the quantum of existing allocations and permissions are highly likely to be sufficient to meet the updated housing requirement figure. This will be closely monitored during the plan preparation, to see whether wider policies or allocations need to be reviewed. For  the avoidance of doubt, there is not antcipated to be any 'call for sites' or similar excercise.

Sustainability Appraisal (SA) Scoping Report 

The  draft Scoping Report has been prepared as the first stage of the SA of the Council’s single issue review of its 2015 Local Plan. Scoping is the process of deciding the scope and level of detail of a SA. This includes the environmental effects and alternatives which need to be considered, the assessment methods to be used, and the structure and contents of the SA report. This report was prepared for consultation in accordance with Regulation 12(5) of the Environmental Assessment of Plans and Programmes Regulations 2004. The main consultees are the statutory consultees which are the Environment Agency, Natural England and Historic England.  However, anyone could have commented on this document if they so wish.  The five weeks consultation period ended on 13 January 2021.  After considering all the comments received and appropriate changes made in light of these representations, the final version of the Scoping Report will be published on the website. 

Next Stages

A formal consultation on the Single Issue Review is due in the first half of 2021. This will provide greater details on what is anticipated to happen and what the detailed proposal is. In the meantime, we are not seeking any representations on the Single Issue Review.
