Single Issue Local Plan Review

The Council is undertaking a Single Issue Review of the East Cambridgeshire Local Plan 2015. The need to review the Local Plan was triggered by a number of factors including:

  • the need to re-examine the appropriate level of housing growth, to ensure there is sufficient housing land supply;
  • to ensure the Local Plan remains up to date.
The review is known as a ‘Single Issue Review’ because it focusses on one aspect of the Local Plan only. For the avoidance of doubt, the vast majority of the Local Plan 2015 will not be amended.

Current Consultation – 26 March to 7 May 2021

The Council is currently consulting on a very limited partial update of its 2015 East Cambridgeshire Local Plan. One area has been identified as being in need of update, namely Policy GROWTH1 which uses an out of date housing requirement figure.
 
The Single Issue Review Stage 1 consultation document, available to download below, is the first formal stage of the review process. Its main purpose is to seek views as to whether the right issues are covered and that all suitable options for accommodating change are considered.

How to make comments

The Single Issue Review Stage 1 consultation document sets out six ‘Proposals’. Your views on each are welcome. Please note, your representations must fall within the scope of this consultation. Any representations which fall outside of the scope of the consultation will not be considered.

This first consultation, undertaken under Regulation 18 of The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended), runs for a period of just over 6 weeks. The closing date for all comments is at 23:59 on Friday 7 May 2021. Any comments received after this date will not be considered.

Sustainability Appraisal (SA) Scoping Report 

The Scoping Report has been prepared as the first stage of the SA of the Council’s single issue review of its 2015 Local Plan. Scoping is the process of deciding the scope and level of detail of a SA. This includes the environmental effects and alternatives which need to be considered, the assessment methods to be used, and the structure and contents of the SA report. The Scoping Report can be downloaded from the link below.
This report was prepared for consultation in accordance with Regulation 12(5) of the Environmental Assessment of Plans and Programmes Regulations 2004. The main consultees were the statutory consultees, the Environment Agency, Natural England and Historic England.  However, anyone could have commented on this document if they so wished.  The five weeks consultation period ended on 13 January 2021.  After considering all the comments received and appropriate changes made in light of these representations, the final version of the Scoping Report is published above. 

Next Stages

Once representations have been carefully considered from the Single Issue Review Stage 1 consultation, the Council will proceed to a further round of consultation. That consultation will set out the precise proposed changes to the 2015 Local Plan. We anticipate that consultation to take place later in 2021.
