Witchford Neighbourhood Plan successfully passes referendum

On Thursday 19 March 2020, the Council invited local people to vote on whether the Witchford Neighbourhood Plan should be used by the Council in taking planning decisions. 
The Witchford Neighbourhood Plan was supported by the majority of voters, and will be formally 'made' by East Cambridgeshire District Council in due course.

Designation of Haddenham Neighbourhood Area - 06 August 2019

On 19 June 2019, Haddenham Parish Council submitted an application to designate the whole of its parish as a Neighbourhood Area for the purposes of neighbourhood planning.

Following a Community Governance Review (CGR) of parish boundaries, new parish boundaries were brought into effect by the Council in May 2019. Through implementing the CGR, the Sutton / Haddenham boundary was modified. A parcel of land at Hill Row Causeway, formerly located in Sutton Parish, is now located in Haddenham Parish.

The Sutton Neighbourhood Area follows the old (pre-CGR) parish boundary and therefore included the land at Hill Row Causeway. The Sutton Neighbourhood Plan passed referendum and was formally made by ECDC in May 2019.

The area which Haddenham Parish Council applied for follows the current parish boundary i.e. the parish boundary as modified by the CGR. Normally, applications to designate the whole of a parish boundary as a Neighbourhood Area do not require consultation and will be designated with immediate effect. However, as part of the area specified in the Haddenham Neighbourhood Area application falls within the designated Sutton Neighbourhood Area, this provision does not apply. The Council therefore published the Haddenham Neighbourhood Area application for public consultation for four weeks.

As Neighbourhood Areas cannot overlap, in designating the Haddenham Neighbourhood Area it was necessary to amend the proposed boundary to exclude the area located in Sutton’s Neighbourhood Area.

Designation of Soham Neighbourhood Area - 12 June 2019

Following submission of a Neighbourhood Area application by Soham Parish Council, East Cambridgeshire District Council has designated Soham parish as a Neighbourhood Area for the puposes of neighbourhood planning. Witchford Neighbourhood Plan consultation - 12 June to 25 July 2019

Sutton Neighbourhood Plan formally 'made' - 30 May 2019

On 30 May 2019, East Cambridgeshire District Council formally 'made' the Sutton Neighbourhood Plan. The Sutton Neighbourhood Plan now forms part of East Cambridgeshire's Development Plan and is used when determining planning applications within the Sutton Neighbourhood Area.

The decision to adopt the Sutton neighbourhood Plan reflects the outcome of a referendum, held on 02 May 2019, through which the majority of voters supported the plan.

About Neighbourhood Planning

Neighbourhood Planning allows communities to decide the future of the places where they live.  Neighbourhood Planning can include a number of planning documents prepared by local communities:

  • Neighbourhood Development Plans
  • Neighbourhood Development Orders (NDO)
  • Community Right to Build Order (CRtBO)

Neighbourhood Plans, NDOs and CRtBOs can be used to add more detail to the policies in the Council’s plans, or cover other aspects appropriate to the aspirations of the community living in the area. 

 Once ‘made’ by the Council, the Neighbourhood Plan, NDO or CRtBO will form part of the Development Plan for East Cambridgeshire and will be used in determining planning applications in the area.

The Fordham Neighbourhood Plan and Sutton Neighbourhood Plan have been formally 'made' by East Cambridgeshire District Council, in addition the Witchford Neighbourhood Plan successfully passed referendum and will be formally made in due course.
